Small Business owner and public servant, Herman Otten has been representing the people of District 6 since 2012. During his service in the State House, Otten has established a record of commonsense conservative values that supports limited government and responsible spending.

Building a home in
District 6
Otten has lived in the Tea area his entire life and graduated from from Lennox High School in 1985. He joined his father in the construction field. In 1996, the duo formed Otten Construction, Inc. District 6 has been home for the Otten family for generations tracing back to the 1800’s. They have attended Trinity Lutheran Church in Tea and Herman is a lifetime member.
Herman and wife, Melissa along with step daughters Ally, Andi, and their son Hayden continue to enjoy the South Dakota lifestyle they have helped work to establish. It is a testament to the values and opportunities afforded in South Dakota that each of their now adult children are able to receive quality education and work successfully in their respective commreunities.
Melissa is also a successful small business owner. She owned a dental practice and currently, Pet Wants.
“My wife and I are both small business owners in the District. Melissa’s entrepreneurship is a perfect example of how small business and economic development go hand-in-hand to build a strong tax base and create much needed jobs and services in our communities.”

Working for the betterment of the State, District 6, and You!
“As your Representative, I have been the prime sponsor of over 20 bills that have been signed by our Governors.”
In 1996, Otten was elected Mayor of Tea at the age of 29 and served for four years and then was elected to the city council in 2005 and served as councilman for nine years. In 2012, Otten was elected to serve District 6 as one of its Representatives, serving in that capacity until 2020.He was then elected as District 6 Senator.

“Being a lifelong resident of District 6 and this great State, I have always been interested in good Government. From my time serving as Mayor, City Councilman, or today as your Representative, I have always represented the citizens in a manner that serves the best interest of the majority. ”
Otten believes it is vitally important the State must continue to pass a budget that is structurally balanced and maintain reserves to be used in times of economic distress.

“I believe in conservative principles and the fact that the state needs to operate under a balanced budget. We should not spend money we don’t have.”
Sportsmen’s Advocate
Endorsed by the NRA, Otten is an avid outdoors man and works to defend our citizen's Second Amendment rights and to preserve our sportsman's heritage so that South Dakotans will have opportunities to enjoy the great outdoors for years to come.
“As an avid outdoorsman, I support enhancing the opportunities in our great outdoors, whether it is hiking, biking, camping, boating, hunting, or fishing. I have and will continue to support our South Dakota sportsman first and foremost.”
Healthcare Promoter
During his tenure in the legislature, has advocated for affordable health care choices for South Dakotans. Otten also has served on a task force charged with improving rural access for health care and has been active to advance access to mental health services. During the 2020 Legislative Session, Otten led efforts on two bills to increase the ability to deliver mental health services using tele-health methods.
